He graduated from Philippine Military Academy Class of 1976. He pursued advanced studies and earned a Master's Degree in Public Administration and a Doctor of Philisophy Degree in Peace and Security Administration. He also made his way through law school and passed the bar exam.
A highly decorated police and military officer, Retired General Gatdula, is a recipient of PNP Distinguished Service Medal.
Retired PCol. Lagmay holds a Bachelor's Degree in Business Administration Major in Accounting and a Master's Degree in Management. He joined the police force in mid 70's and held various positions.
After his tour in the Police Department, he became the security Consultant for the Office of the Governor of Eastern Samar.
